Zlatko Vujović
Executive Director, European Network of Election Monitoring Organizations - ENEMO
Dr. Zlatko Vujovic serves as the Executive Director of the European Network of Election Monitoring Organizations (ENEMO) and previously held the position of Secretary General of ENEMO from 2017 to 2022. He also holds prominent roles in global election monitoring initiatives, acting as Deputy Chair of the Board of Directors of the Global Network of Domestic Election Monitors (GNDEM) and as President of the Governing Board of the Centre for Monitoring and Research (CeMI), and election monitoring organization based in Montenegro. Throughout his career, Dr. Vujovic has extensive experience in international election observation. He has led ENEMO missions as Head of Mission on ten occasions, including deployments to Kosovo (2010, 2013), Ukraine (2015, 2019, 2020), Armenia (2018), Serbia (2020), Moldova (2021), and Georgia (2024). Additionally, he has served as a Long-Term Observer (LTO) in Kazakhstan (2005) and participated in pre-assessment missions such as the National Democratic Institute (NDI) mission to Moldova (2019). His involvement extends to numerous short-term observation (STO) missions, working with ENEMO and the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR). In academia, Dr. Vujovic is an Assistant Professor at the Faculty of Political Science, University of Montenegro. His scholarly work focuses on various dimensions of electoral and political systems, including the personalization of electoral systems, the presidentialization of political parties, political polarization, public opinion, democratic transitions and consolidation, and intraparty democracy. Dr. Vujovic’s expertise and contributions to the field of election monitoring and political science underscore his commitment to fostering democratic processes and strengthening the integrity of elections globally.
